This Post from Andrew has an image of a CO2 emissions level chart that comes with it. While that image is pretty self explanatory, there is something that is noteworthy on it that requires some explanation, and that explanation I have added under the image…..TonyfromOz.
Climate Change Minister Greg Combet should be laughed out of town for trying to pretend China is matching our expensive (and futile) effort in cutting emissions:
Claim: “The world is moving away from an emissions trading scheme at a million miles an hour.”
Fact: Mr Abbott ignores the fact that the incidence of emissions trading schemes and carbon pricing is increasing around the world….. China is developing schemes across major cities and regions and aims to scale this up to a nationwide scheme after 2015.
Spot how serious and successful China’s emission-reduction policies are:
No sound public policy should need to be sold with so much deceit.

The legend for this chart shows the major headline Countries and indicates their levels of those CO2 emissions, and note how, contrary to what is being claimed, China’s emissions are rising, and rising quite dramatically. However, also note the two dotted lines, one close to the top, and the second just above the pink coloured line for China. The legend says that this is ‘Annex 1 range’.
This may seem obscure, but has a very definite explanation.
When the UNFCCC passed the original Kyoto Protocol, the Countries which signed (now numbering 195) were divided up by the UN into three separate groups. The first, Annex 1, were mainly the already developed Countries and this is a list of 41 Countries. From that list, 24 Countries were further culled out as Annex 2 Countries, and these Countries are classified as developed Countries who are to pay all their own costs for lowering their own CO2 emissions, implement measures to replace those emitting entities with non emitting entities, move to renewable methods of electrical power generation, and also, of most importance, to pay ALL the costs for the other Non Annex 1 Counties, those 151 Countries classified as not developed. China and India are in that list of Non Annex 1 Countries.
On that image of the chart, you see the dotted line for ‘Annex 1 range’. In that area between those two dotted lines lie all those 41 Countries listed as Annex 1 Countries…..TonyfromOz.
